    Because of the Tenth Amendment, much law and commerce is bestowed upon the individual states of the United States to handle as they please, so the states effectively compete against each other in developing the best solutions, fifty laboratories (fifty states) for new ideas to deal with an ever-changing array of challenges. Probably the best measure of the success of a state’s legal and commercial structure is to note which states have the most new arrivals from other states.
